Hey everyone -- sorry to hijack the top thread but I’m an ads engineer at Facebook so I feel qualified to respond. I posted this over on reddit too but it's still pending approval.
In the case of this ad — I think we actually delivered on what was asked for. The targeting specs were fairly broad (cat lovers in four countries). Getting 39 people who like cats to like a page with a cute cat picture in 20 minutes sounds pretty reasonable to me. If you want a specific kind of cat lover, you’d probably want to target even more specifically (like people in a zip code near you).
We're continually working on making it easier for advertisers to target the right people. Earlier this year I worked on a piece of UI called "Audience Definition" (in our ad create flow), which helps give advertisers guidance on how to target ads more specifically. If you set your advertising too broadly (or too narrowly) -- you get a warning.
Fake (and low quality) likes are bad for everyone. We don’t want advertisers to get fans that aren’t good for their business -- we want to help them drive real results, and we can’t do that with bad likes. We invest a lot in improving the systems to monitor and remove fake likes from the system, and also in helping advertisers set smart targeting to help them reach the people they care most about.
And to be honest, a lot of people like cats, and the picture on the page is pretty adorable. Lots of real people like lots of things. And LOTS of people like cats.

yet I've seen many campaign with did get thousand of hit, but the actual page view were abysmally small compared to what wer were supposed to get,this has made us scratch our heads more than once, I'm not saying that someone is gaming the system, I'm just saying something isn't working somewhere...

I knew my local pizza spot was faking something when they had 3,000 likes.

i once set up a fake account to test a contest app. then i forgot about the account. until months later it appeared with status updates liking some major telecom and media provider's pages. but logged into the account i could not find any activity.

Likes DOES NOT EQUAL page views.
There's lots of times I've seen something advertised/promoted or from a friend on my feed and liked it without clicking through to that page.
As sometimes the image and text will have told me everything i need to know of sometimes i'll have seen the link/product posted elsewhere (like QBN) so will be familiar and just give a "nodding" like.

Facebook will die, eventually. This is a good example of the problems they face as a one trick pony.
They could, possibly, buy there way to more diversity (Google looks set to take over the world, literally, Apple seems content with making newer versions of the same old, which is pretty damn risky too, though they could buy their way out too, but they don't seem to have any interest).
I do know some people making their businesses work off of FB. BUT they relied on reaching their fans, now that FB has limited that to 3-5% of your "fans" that are reached per post, it is substantially limiting its usefulness (and they don't have the money to 'promote' every photo that is posted).

When you realize that your feed is being created by mindless bots you gotta make a decision if you want to live in the world designed by dumb machines. Truth is facebook as as relevant to me as yesterday's vomit.

Facebook just has a shitty search algorithm I would think. How hard would it be to match content of a company to all the other users on facebook?
I see it when a local business where I live pops up in my newsfeed.
Their problem is they are not acquiring other companies, some but not enough to entice people to buy shares and advertise on facebook.

Can't remember if there was another tread already about this, but is anyone else surprised at how bad the newest redesign is? The mix of serif fonts for headlines, and non-serif fonts elsewhere is very odd and ugly.
