this description will be vague, so i'm looking for a ballpark range.................
how much should i charge for a 6-7 page responsive site? not a tremendous amount of content. it needs to work on a tablet and phones.
do you guys charge more for responsive sites than "old-fashioned" static sites?

Take the price of a none responsive site and triple it.

Responsive design takes more consideration and thought and generally speaking more time than a fixed-width site for desktop browsing.
ie: You could in essence be designing the same site for desktop, tablet, and mobile viewing. While they may not necessarily be three entirely different sites, the type of content and interactions available for each device can be different.

the issue with responsive sites is the "that's not what I was thinking" revision cycle... so I would consider quoting it something like:
Fee 1: what I decide, maybe 1 or 2 text/photo revision cycles, but no interactivity revisions without conversations about increasing price
Fee 2: (higher) for up to 3 revisions of client and you both work out how exactly it responds to what.

Triple it. They're getting typically 3 versions of the page and it gives you wiggle room for when they get picky over a particular layout.
That's just the design portion, ideally content entry/styling should be a one time thing that works within the 3 different layouts.

Anyone who has quoted design work for a while knows there is no set formula.

^ This is true, but I think he's just looking for an approximation.
The important thing is to evaluate how much time you think it's going to take you, and multiply that by your typical hourly rate. You could then mark it up another 15% just to be sure that you're covered for any finicky nit-picking. Though it would probably be better to include rounds of revisions in your proposal, and then say that it's $XX/hour afterwards.
Designing for responsiveness works best when there is a good working relationship between designer and front-end developer. Even if you're delivering set break points you might find that the elastic layout effects things strangely, and need to adjust after the fact. Having a way to cover yourself for these changes is good, just make sure the client understands that's the case.
