This isn't a "bill" or anything to do with the Law of the USA. Its a private agreement between 5 major internet providers, the RIAA and the MPAA. Whatever "punishments" they decide to dish out won't have anything to do with legal repercussions unless they decide to prosecute and find you guilty. Which is unlikely. They will likely just restrict your access or censor the internet for you.
I think what is dangerous is that these ISPs will be sharing a lot of information about their customers because of these agreements, info that will be used for more than protecting copyrighted material or prosecuting "repeat offenders". And I put that in quotes because that's a phrase usually reserved for like, you know, committing a real crime not sharing digitized information. Torrenting or even down/uploading a copyrighted movie is not strictly illegal, it is infringement that can be prosecuted in a certain context.
Also, it seems like a lot of hot air, a big fear campaign more than anything to people who don't really understand the issues. Think about how difficult it would be to actually enforce it consistently, it would be complicated, expensive and would end up alienating a huge chunk of their paying customers. Likely they will just use it to make a few examples out of people.
One solution, if you are using any of these providers, is to ditch them all together for a provider not a part of this agreement. Simple as that.

AT&T planned to block "frequently visited websites" after the fourth strike. Verizon planned to throttle speeds so low that it would drive users crazy. It looks like Comcast is doing something similar to Time Warner, which means that after four accusations (not convictions, not proof of guilt, just accusations), anyone using the account of someone who hits that strike will have all of their browsing hijacked and sent to a landing page that they cannot get around.

Does it cover those private sharing sites like depositfiles.com which have legit uses?
Can you watch streaming TV now? Like if I Google Seinfeld, it's easy to find any episode streaming on a foreign site.

there needs to be a "tuff shit" clause for people trying to sue over copyright infringement online. just tired of all these fucking people crying over their shit being "stolen". what makes the internet so bad is the laws, people are trying to put in place to take control. it comes to the same issue that all other businesses face. If your business cannot make money from its operations, then you have to move on. But these people are just going over and beyond to make "our internet" a place where they now can do whatever they want. financial bullies!
