This isn't a "bill" or anything to do with the Law of the USA. Its a private agreement between 5 major internet providers, the RIAA and the MPAA. Whatever "punishments" they decide to dish out won't have anything to do with legal repercussions unless they decide to prosecute and find you guilty. Which is unlikely. They will likely just restrict your access or censor the internet for you.
I think what is dangerous is that these ISPs will be sharing a lot of information about their customers because of these agreements, info that will be used for more than protecting copyrighted material or prosecuting "repeat offenders". And I put that in quotes because that's a phrase usually reserved for like, you know, committing a real crime not sharing digitized information. Torrenting or even down/uploading a copyrighted movie is not strictly illegal, it is infringement that can be prosecuted in a certain context.
Also, it seems like a lot of hot air, a big fear campaign more than anything to people who don't really understand the issues. Think about how difficult it would be to actually enforce it consistently, it would be complicated, expensive and would end up alienating a huge chunk of their paying customers. Likely they will just use it to make a few examples out of people.
One solution, if you are using any of these providers, is to ditch them all together for a provider not a part of this agreement. Simple as that.
