They're working on shutting down utilities, water, gas, electric grids, and pipelines. That could be devastating while we're waiting to get back at them. Most people in cities would start falling apart (or at least be very crippled) without anyone of those things.

Now this is a completely first-world and selfish way of looking at this but 2 years ago, I was set to go to Tokyo 6 days after the quake and now I am set to go to Shanghai 3 weeks after this story comes out. My hotel is 4 miles from the bldg they supposedly work out of.
I am seriously reconsidering not using a VPN to get past the great firewall.
