Yeah its very obvious the only way to fix this is he needs a wake up call from other designers. Of course if you post his work here he probably isnt going to be too happy about that.
Sounds like you're in for a confrontation. Bring up the issues with him, and in the nicest way possible tell him to post his work on qbn if he isnt listening to you, and dont worry, we'll be sure to let him know what the problems are.

if you don't think his work is stacking up, and you're in charge, you should challenge him to do better. it's not hard to do without being condescending— especially if he's into all sorts of design blogs like you mention, that shows he's eager to grow.
if you're not in charge... and his (your) superiors and the clients are liking the work... well, then it just comes across as your opinion.

Could be a matter of more supervision/more reviewing his work at the beginning. Does he like to sketch out a layout/wireframe/storyboard before working? If so, that might be the area you can motivate better work. If he's trying to polish a turd with layer effects then more work before perfecting pixels is in order.

But seriously, give him something to do where he has to move out of his safe area and use a different aesthetic. Then if he isn't up to the task, sit him down and tell him what you're after.

if it's the work just do your job and give him revisions. teach him what he needs to work on. otherwise it's just your ego
