1) Draw circle
2) Tick Dashed Line, and adjust until the dashes are more or less evenly spaced
3) Go apeshit with the stroke weight
4) Admire your new starburst (ooooh, aaaaah)
5) Object > Expand

another way to do this if you want the ends to taper is to draw a circle in illustrator, and then add the zig zag filter to it. bring that into ps and then apply a blur.

you can also create a star and just add points and size up.. if you want the edges pointed.. prolly the simplest and fastest of all.. w/o any other app..

Create a circle, add points (object > add anchor points), use the pucker & bloat (effect under distort)... done

Or...
1. Create 2 star shapes on a background colour and blend between them.
2. Add a copy of the blend underneath, rotated enough so the points are inbetween those of the original.
3. Add Gaussian Blur to soften if you want.All in Illustrator in a few mins.
