Do freelancers charge any extra fee, along with their actual hours worked, for project management (emails, advice, chasing content....)
If so how to do work it out, is it a percentage..?

if you don't charge for meetings, you have to either charge MORE for the gig, and/or go insane.... otherwise, charging for ALL time spent on a project is a good way to avoid insanity and/or bankrupcy....
The first meeting... ok, but after that, you need some agreement.... a million free meetings may result....

A: Don't work hourly. Charge by project rate. Your efficiency should benefit you.
B: Include all of the stuff that's not actual creative work in your estimate/proposal. This includes an estimated cost for meetings, phonecalls, invoicing, coming up with an estimate -- anything that requires your time and is related to the project is time you should be billing for. This is what a project manager / ae/ finance person has to do at a company -- and they don't work for free, neither should you.

make it VERY clear to people about meeting times,etc... also note that, on the client side, they may not have the same constraints as you, i.e. they get a check every week no matter how much they get done, so they may think differently about time....
Also make it clear to them somehow that if you don't get X materials/writing/photos/etc from them by Y date, then deadlines are changed, and/or if you have to spend more time re-editing the writing they gave you, there will be an additional charge....
Flat Rate pricing DOES reward you for being effecient, but it can KILL you if you're new, dealing with indecisive clients, and/or end up with stuff that needs more revisions than you thought....
A flat rate + a revision rate is a good idea if you go flat rate...

I have to disagree with that statement, that depends on the project.
If you are going to charge per project you need to be very clear and specific with ground rules on what the project payment includes.Hour rate, is good for smaller projects and keeps clients on their toes about making unnecessary changes, because they know that no matter what they want, every minute you work they will get billed for it.
Some projects you can charge day rates too, it all depends on the project, and your ability to estimate the working time for it.
Lots of big agencies I work for allocate hours for their staff and for contractors (daily, weekly, and monthly). So I wouldn't say do this or don't do that, because it depends on a lot of factors.

From my experience a client likes to see what they're getting for their money, so breaking it down, is a good thing.
I don't think adding putting hidden extras in your rate is good practice.- it's not like you're hiding production in your hrs. for me it's usually just a handful of meetings that end up in there.doesnotexist
