    I have to disagree with that statement, that depends on the project.
    If you are going to charge per project you need to be very clear and specific with ground rules on what the project payment includes.

    Hour rate, is good for smaller projects and keeps clients on their toes about making unnecessary changes, because they know that no matter what they want, every minute you work they will get billed for it.

    Some projects you can charge day rates too, it all depends on the project, and your ability to estimate the working time for it.

    Lots of big agencies I work for allocate hours for their staff and for contractors (daily, weekly, and monthly). So I wouldn't say do this or don't do that, because it depends on a lot of factors.
