This is an internet marketing thing, but I'm sure the QBN audience will help me.
I have a very rough idea of what these things are, but I really want to know what they are and where to start implementing these. I know click bank and commission junction are some affiliate networks, but don't do cost per click or CPM.
I appreciate any comments or resources already out there for me to go to.

These are just different ways of measuring the cost of an internet ad campaign. Cost per action, cost per click etc...
Some ad networks/affiliate networks might use one metric but not others, like you described with Click Bank or Commission Junction. But in the end the goal is the same, to drive people to your site.

CPM doesn't mean "cost per million" but rather "cost per thousand" because it used the french "mile" word for thousand, long obscure story....

But what are you asking exactly? Advice on how to roll out your online ad campaign? You should research each of the specific ad buys and determine what's right for your business, assuming it will change as you grow. If an affiliate network doesn't offer the model you're looking for outright, either learn to talk your way into it, or go elsewhere.

CPC: Mostly, used in search...basically bidding to be at the top of the search results, and you (the advertiser) pay each time it is clicked on.
Some sites offer this model, but they probably aren't a site with high traffic. Because they'll make more using CPM.
CPM (per thousand impressions) - If a site is hosting your banner they charge you a fee per 1000x it is viewed. This can probably be negotiated based on how many impressions you buy.
Impression: your ad served to a visitor
Click-Through-Rate: these are typically reallllly low, like 1-2% and don't always translate to a transaction, so it's better to add tracking to your banners.
Tracking: DoubleClick and other services allow you to track your users movements online for up to 30 days, to see if your impression converts to an online sale or site visit rather than a click through.
