Get a few, very high quality items that works well with each other, instead of a myriad of less-than-great quality clothes in all the colors of the rainbow.
Think a couple of slack, perhaps dark gray and light gray.
A couple of shirts. Say white, light blue.Then really splurge on quality shoes. Preferably in leather.

I'm probably the last person to be giving advice on how to dress, but I am trying to dress a bit better myself lately as well. I like the advice this site has.
I like the article on the essential mans wardrobe since I've been pretty much starting from scratch. I'm sure people on here have much better style than mine that could help more.

Outer wear: Go for "car-coat" lengths. Long enough to exceed your shirts/t-shirts, should you wear them un-tucked, and short enough not to be a pain in the ass when driving or retrieving things from your pants pockets.
Jeans: Ones that fit. No skinny jeans, or jeans that allow you to carry a gallon of milk in the seat. They will work with t-shirts or blazers.
Black/gray slacks and blazers: Have them properly tailored if possible. Instantly dressy.
Invest in at least one great suit: Don't be cheap about it, especially if it's the only one. Again, tailoring.
Shoes: Cheapness rule applies here too. I'm a fan of Pliner:
