If I had to guess, it's because the BQ and PQ actually don't have a plan, on the wild off-chance sovereignty ever happened. They'd be left standing there trying to figure out what to do, and any Quebecker with a live brain cell knows this.

^The Conservative Party was born out of the Reform/Alliance Party who's roots are in rural Alberta/B.C./Sask. Rednecks love them. Plus they have an underlying support from religious/church folk.
As for Ontario I think they originally started voting for the Tories to punish the Liberals with full intention of returning to the party once they recovered from the Sponsorship scandal... which they never did.

As much as everyone likes Layton (I think he's a strong leader even though I'm against socialism) he's still screwed because they don't have candidates in every riding and most of their candidates outside the major cities are very weak. So, even if the polls say Layton will be PM, in reality it won't happen. If Layton could run in every riding he'd have a chance.

Expanding on previous comments about why Alberta and Ontario are such strong Conservative supporters, I think also has to do with business and industry. Toronto is #1 for head offices in Canada and Calgary overtook Montreal for #2 a few years ago. Conservatives have always been friends of big business and I think that contributes heavily to support in these provinces as well.

ETM – Toronto votes almost exclusively Liberal and NDP; it's the suburbs and rural parts of the province that mostly (but not entirely) vote Tory.

The Reform Party was formed out of protest to the Progressive Conservatives lack of attention to the Western Provinces. It was supposed to an option for Conservative voters who felt that Brian Brian Mulroney wasn't doing enough for the west and that the Liberals short changed Alberta with the National Energy Program.

When the 'right united' Reform MP's were in a much stronger position in the party then the few PC members from the east, hence the western slant of todays Conservative party.

When Harper fails to secure a majority (again), I'd like to see the Progressive remnants take back the Con party and vote in a leader who isn't a woman-hating Young Earth Creationist who wants to deregulate banks and support dictators overseas.

Harper is done. If he doesn't win a majority the knives will be out and there's no way he will make it past the next party leadership convention.
IMHO there's nothing inherently wrong fiscal conservatism. It has it's place and advantages for some people. Where the party suffers is in it's social conservative policies. If you're going to form a majority in Canada you need to be much more open minded.
