If he really had balls, he'd abandon his recent reliance on CG and do this with the traditional effects work he used to create that original world. If not, it's going to show, and there for feel like a different movie. The original set the bar for futuristic urban scifi landscapes. But because it did, there's been dozens of films that have improved on it, or expanded on it. I think for the new one to still look incredible but not seem like just another clone of itself, the effects should be done like the original.
