Hey I am sorta new this... not sure what to charge for a basic 60 page annual report layout... any one have any advice?

Ok, in all seriousness.
You can propose a fee per page based on what you think might be an appropriate amount of time per page. Knowing that it will vary page by page but something that is fair.
So $50 per page x 60 pages = $3,000. If it took you an hour per page that would be $50/hour.
Or you can just track your hours and bill hourly, as said above.
$1,000 seems very low for a 60 page report - especially considering the amount of typesetting, illustrations and infographics you could potentially have to create.
Also don't forget to build in some buffer time for meetings, revisions and general back and forth between client and yourself.

Also, since you're designing the annual report, you'll have a good idea of what this company nets each year and a pretty good idea of what you can get from them.

as a small company, it should be very important to them to look professional. brand equity. charge them double.
