720p convert to 1080p

If i must convert a 720p file to 1080p file, what is the best method to do this to retain as much quality as i can?

ha. definitely not ideal, but i figure there had to be a plugin or something to help do such a thing. Figure if all the receivers and upconverters have something premiere should as well

I don't know if there is software specifically for it. You'll be up-rezzing it so you'll lose some quality.
Usually I just drop it in After Effects. Scale the 720 file to fit 1080. Apply a tiny bit of 'sharpen' filter for good measure.
Depending on the quality of your 720 video, you might be able to pull this off.
Try and get as high of an encode of the 720 as possible. An uncompressed image sequence or Quicktime is best.

best off playing it on a tv and re-recording the picture with a 1080p camcorder.

I'd use Episode Pro, resize from 1280x720 to x 1280x1080, add a light noise filter and sharpen the image a bit, and have the final compressor be .MP4 H264. There are filters available in the app that will let you do so. There is also a free demo available via their website.

you can add resolution, but you basically stretch the image.
i would ope in after effects, create a new 1920x1080 composition, bring in the 1280x720 footage and scale it to fill the composition. Or right click and hit auto scale to match composition height / width.
Then apply a sharpening effect to the footage to just remove a bit of blurriness from stretching it. Dont over do the sharpening though.
