I don't know if there is software specifically for it. You'll be up-rezzing it so you'll lose some quality.
Usually I just drop it in After Effects. Scale the 720 file to fit 1080. Apply a tiny bit of 'sharpen' filter for good measure.
Depending on the quality of your 720 video, you might be able to pull this off.
Try and get as high of an encode of the 720 as possible. An uncompressed image sequence or Quicktime is best.
