Make sure you focus your search. "3D digital artist" encompasses all of the many disciplines within 3D design, modeling, rigging, texturing, effects, animation and more. And since the field is so broad, you'll generally find artists who specialize in one thing (hair, for instance) and are weak in other areas. Also, there is a lot of 3D capability within AfterEffects, but not enough to fully build and animate a character-based scene for instance.
That being said, there are many bad-ass generalists out there too, but they're more than likely employed or expensive. So for your own best interest, it's best to know what you need and get very specific with your search.
Just my two cents.
