Anyone know a place where you can get decent quality samples (drum beats etc.)?
What's the best way of building up a library?
Do you need to keep track of licences for this kind of thing?

search producing forums, record your own, cut out of youtube clips, rip from old vhs soundtracks etc. etc.
anything less then putting in the hard yards = dry & boring presets.

what kinda music are you making? if you're looking for acoustic drum sounds for rock, pop, etc, you might wanna check this out:
it plugs into pretty much any sequencer including GarageBand and uses Native Instruments' free Kontakt player.

The Grid on dogsonacid. Lots of people post packs and links to stuff here, as well as some tips from knowledgeable producers. Don't know if this is your type of sound but a good resource. You might have to register with the forum to get some stuff, not sure.

Or, less ethical, you could try searching on torrent sites (I'm guessing, never looked)

I would worry less about your drum samples being traced back if ever you were to sell a tune. It depends on what music you're making, but for the most part, no one is digging through electronic music (especially drum and bass) for copyright infringement. you should be more cautious of the other musical or vocal samples you rip and always make a note of them.
agree with inteliboy on this - you're better off making your own beats by sampling things you enjoy. presets and loaded samples are so overused. if you listen to any reality show you can usually pick out a few reason preloaded samples per tune.

here are two sample packs i've made.

I second the no worries about copyright samples, even if a track you wrote gets picked up by an indie label, (unless the sample is pretty long and widely recognizable, by even my mom) you are going to be fine, there are a bunch of mid size labels that have sub/ labels and release unauthorized remixes every day, they sell records and no one complains, and if someone does, usually you will get a cease and desist note first for under 1k pressings.
My buddy made a chune using samples from an alpacino movie and his track was number 1 sale record on turntable lab for nearly a month, samples were never cleared.
You probably have A LOOOOOOOOONG WAY before something like this affect you.

A dirty little secret about techno is that the beats on a lot of tracks are just reedited samples of beats from other techno songs.
