rosem has a point. Right now, the bar is pretty high, which weeds out a lot of the amateurs. With the export to iPhone they would have been flooded with tens of thousands of submissions. Maybe they viewed that as a bad thing?
On the other hand, there's a clear bitch slapping element going on since they waited until the eve of CS5's release to announce such a move.

Guess it can be interpreted a hundred different ways and is likely to be a whole combination of reasons. But at the end of the day if it endorses good QC I'm right behind it.

They used to have a symbiotic relationship when everyone except creative professionals were jumping ship to Windows in the mid 90's. I think Adobe's Mac software is what kept Apple afloat during those difficult years.... and this is how Apple repays them. Nice karma apple.
