Effect > Stylize > Round Corners

Create a starburst using the star tool in your tool palette, then go to the menu bar - Filters > Stylize > Round Corners

Toolbar, under the rectangle is the star. Choose that, dbl click the artboard, choose radius 1, radius 2 and points. So then the star is made. Go to Effect, stylize, round corners. Then Object, Expand Appearance.

Forgot to mention....you should first double click the star tool so you can change the radius......the follow above ^

ok maybe you can answer my OTHER question..
I have always wanted to know how to create a lined version inside the solid version of a font. I have tried just scaling the letters down and then taking the direct selection tool an manually moving the sides so that the distance is equal all around.
Man, am I being clear? this is hard to explain. *goes cross eyed.

2nd question :
Scaling won't work
You have to do a Object> Path >Offset path
Use a negative number to create a smaller stroke...but it will be in proportion, Unlike scaling.I'm sure it sounds confusing...but give it a try...in a few minutes you'll understand how it works

nobody mentioned another way for the stamp:
draw a circle, transform/zig zag the circle, but check smooth.and if you're tricky you can use a script like fleurify, but that's a lot more fiddly.
