What is it used for and is it needed for anything specific?

actually it's relational database management system, you need it if you need to store data, like this message board which more than likely our user accounts, messages, etc. are being stored in MySQL or another similar RDBMS

If you're making a website on a none microsoft server that deals in any way with data maintenance (user accounts, file locations etc) you'll need it.
If you're asking this question though, you possibly don't need it.

Wordpress yes, flash maybe or maybe not... most non-Windows web hosts have mySQL
Are you dealing with an IT department?!? Some of them are afraid of mySQL, partly because it's free and they've sold their souls to Microsoft or Oracle....

I am buying web-hosting packages for a couple of domains I have registered with Claranet.
Just wondering which one I should go with, see below:

Even the free plan here comes with a MySQL database:

keep in mind on shared servers, especially free/cheap ones, you're typically sharing a mysql server with a lot of people, so your performance can vary drastically between slow and glacial. if you're hosting a few clients and hopefully charging them for hosting, i would go with a vps.

Even shared MySQL databases will be sufficient for your needs - even wordpress with it's utter shit un-optimised query ways.
