Graphic Artist deals with only visual thing. With Graphic designer, you need to know typography, branding... and all the stuff.

I got into the industry by completing something between an internship and an apprenticeship, after only completing a year of a design degree (I was working full time as well).
I was employed as a Graphic Artist until the bosses decided that I understood strategy well enough to be promoted to a Graphic Designer.
As such I see a Graphic Artist as slightly higher than a Mac Operator or Finished Artist, but not as strategic as a Graphic Designer.
I'd be mortified if my current boss called me a Graphic Artist, although being in a small studio I have to fulfil both roles at times.

Graphic artist is an illustrator. Not a designer. A designer services someone or something (the content), artist tries to make a standalone thing, which is what most people who think they are designers do nowadays. They try to make stuff look 'graphic'.
