I didn't think it was the federal laws that are a problem, it was legal in California but all the state level police are 'busting' medical marijuana and perfectly non-smokable hemp operations and the feds don't say a damn thing. Obama still hasn't accomplished anything and never will. Everything he'll do is just a little whitewash of things, he'll look pretty and pass little measures for political points and not much will change. Another example.
