I can see sys_m's point if you are maintaining packaging consistency across a range of products. Indesign definitely makes it easier to quickly update multiple instances of all things print. But that is really step two. Step one is where Illustrator is more powerful, and that is the initial concepting and building. Indesign simply is not bulit to be a creative tool of expression to the degree that Illustrator is.

why not just do the dieline in Illy and bring it into InDesign?

You can mask/clip images in illustrator. If you're using it as a production file just make sure the linked image is high-res/production ready and in the same colorspace.

keeping it in illustrator would be fine if its all vector.

seriously though.....keep the package design in Illustrator. It really is the proper tool for that sort of thing

Just be thankful Microsoft don't make Illustrator.
Preferences > Tools > Advanced > Options > Are you sure you want to change this? > Yes > Enable swatch menu.
Menus > Other > Design and Layout > Design > Color > Swatches > Show swatches > Colors > Colors used in Document.
Swatch menu options > Turn off paintbrush help character twat.
Swatch menu options > Show colors > All > Document colors > Global color systems > International American > Pantone > Non-metallic > Solid-coated.
Right click swatch > Convert > Other > Convert to CMYK > Are you sure? > FFS Yes.
I imagine.

What about using your Magic Wand tool? With tolerance set to 0 (zero), of course. Simple as pie.
