I think, legally speaking, she would have a claim for vandalism rather than graffiti.
However it is unlikely she would find a sympathetic judge on that one, considering it was a clerical error of some magnitude. Though i do think she has a strong case to pursue civil litgation i am stupid.

I remember Hackney council being run by complete idiots - the amount of times they billed me wrongly for council tax was unbelievable. It's also impossible to speak sense to any of the drones who man the phones. I can totally imagine this kind of thing happening because no one takes full responsibility for any one issue. The buck's constantly passed to the next moron.
It's a shame - I remember that mural pretty clearly .. the black paint looks awful.

The trouble with civil servants is that they have to play by the rules in terms of employment law, and just being fucking stupid doesn't constitute a sackable offence.

^^^ I happen to be friends with MANY real graff artist here in the UK, and all over the world. I know that many of them pay NO attention to what that twat is doing... Doging trains and cops, rackin paint my friend are living the life, not having tea with their PR agent on their next story to leak to the London Lite (or whatever free paper you read!)
