what do you consider to be the pros and cons of each of these approaches with your digital folio?
1. splash page with pdf download link
2. hosting images of your work online

1st option is a bit lazy

work online is much more user friendly.
If you are really worried about how your work might look if printed by a potential client or employer provide a pdf link as well.

depends.
Option 1 is good when you are in a rush to get something up, or when you are at a stage when your site under development and you require a basic 1-pager (splash page) with a taste of the work.
It's not good idea in the sense that there's still dumb people out there that wouldn't know where their download went, or it might not be that good since depending on the graphics you might end up with big sizes on that pdf or reducing the image quality to create a decent size of a pdf.I personally have done #1 a few times, followed by the completion of the actual site.

(1) cheaper/faster to setup, printable, printable in >72dpi
(2) faster access for the audience, huge plus on potential exposure through (image-)linkage and search-engines, running a decent site looks extra-professional, updates as easy as updating a PDF (maybe even easier), + all pros from (1)

I've seen some really great design that was only downloadable as a PDF and wondered if there was a strategy to this approach.

both

I just figure that if someone's first exposure is through a monitor then the presentation should be designed for viewing in that manner.

most people looking to hire like the immediacy of an online portfolio. plus it shows you know at least something about interactive.
a pdf portfolio is great for print desingers and allows you much more control over the presentation of your work.
i say do both. send the pdf out to http://www.lulu.com or http://www.blurb.com and get a few printed. have a link or form on the site to request a printed copy in the mail for those who are interested. plus it doubles as a great leave behind or even a presentation piece if you don't want to bring a laptop or lug a fragile unwieldy portfolio around to meetings.

both. but, i feel no.2 is better. then you can also give them a options to download pdf(s), if they want.

i would say a pdf presentation is a crazy persons aproach...but then again, i had a friend who obtained an AD position with this, and left as an ACD.
so maybe i'm the crazy person who spent a lot of time on each 'version' of his portfolio...who knows! not me obviously :\
