depends.
Option 1 is good when you are in a rush to get something up, or when you are at a stage when your site under development and you require a basic 1-pager (splash page) with a taste of the work.
It's not good idea in the sense that there's still dumb people out there that wouldn't know where their download went, or it might not be that good since depending on the graphics you might end up with big sizes on that pdf or reducing the image quality to create a decent size of a pdf.I personally have done #1 a few times, followed by the completion of the actual site.
