In my opinion, the best solution to revitalize the economy would be to decriminalize marijuana and hemp, encourage it's industry, and tax it.
Tolerating the sale of marijuana could create retailers all over the country. Plus, it would help with law enforcement by taking away the black market.
Legalizing the production of hemp would help create better more efficient bio fuels minimizing the affects of corn production for bio fuel.

Car market: don't give 25 billion to automakers, give americans $7-$10k auto credit. Buy a car, gets car off dealer lot, people buy more gas, auto related products and the big 3 can build new cars.
