you can do anything with the gradient mesh tool. but this will take an eternity and quite a bit of skill.

Its for still, but more like a branding languages, so need to have more control than photography, so i have apply on different applications.

Did this a while back in photoshop with a wacom tablet. It's a lot of low opacity scribbling with a soft brush. Really pretty easy once you get the hang of it.

\_____/drip the color (i.e. milk for whilte) on the the oil surface and wait till it sinks down to the water, take lots of pictures and explore the forms in ps ai.

Yeah, I'd definitely try a practical if you need footage, vs, a static image or working in vector software.

get a 5 gallon fish tank and fill it up with clear oil. put a white back drop behind it. get a camera rolling. pour colored water into it. take footage into flash as a qt.

If you're cool with it looking like vectors, you can get some pretty interesting results using a BLEND between two curvy lines. It also allows you to tweak it to your liking.
