I think theres two ways to approach designing a tourist brochure. First is to make it small, easy to use and carry in a pocket and inconspicuous for the tourist to hold. The other is to make it large, ostentatious and showy thus making them an easy target for muggers.
Ask yourself, how many tourists would you like to put in harms way and design accordingly.

wouldn't it be interesting to design a tourist brochure where everything was displayed at actual size? for, say, England's historic capital of York, with a fold out insert covering the exact dimensions of York Minster

I like these guidebooks for two reasons, they list pretty good bars (unlike the shitty ones in lonely planet etc) and they don't look like tourist guides. Nice size (little about 210 x 90mm or thereabouts) fits into pockets and when you take the bellyband off it just looks like a moleskine notebook.

The question is a bit daft. Budget, audience and intended use must be considered before settling on a size.
For example, on a US press sheet, the most economical size is 6" x 9". But, you may want this to be pocket sized, like 3" x 4.5". Also, the rough amount and kind of information can help determine size.

I suppose if you're euro based though and you're talking about standard sizes you are really talking about A sizes, so maybe A6/A5 for a pocketish sized brochure?
