Wondering what the "rules" are, in a general sense, in terms of a logo and tagline design. Is it considered OK to have a logo that is slightly different in positioning and layout when the tagline is added, or should the logo always stand on it's own with or w/o the tagline in your opinion?

it's cool to have different versions of the logo such as stacked, horizontal, w/without tag, etc.

Ideally the logotype should be remain sacrosanct, and be unaltered by the addition of a tagline. And the tagline should maintain a consistent position (or positions) in relation to the logotype. This is usually referred to as a lockup. It is useful to have horizontal and vertical logotype/tagline lockups.
But that's the old school thinking. If it's appropriate for the client/brand break the rules.
