Ideally the logotype should be remain sacrosanct, and be unaltered by the addition of a tagline. And the tagline should maintain a consistent position (or positions) in relation to the logotype. This is usually referred to as a lockup. It is useful to have horizontal and vertical logotype/tagline lockups.
But that's the old school thinking. If it's appropriate for the client/brand break the rules.
