Just scale up in Photoshop, but use "Nearest Neighbor" interpolation. That will work just fine for their needs.

Apple, Opt, Shft, 3, 0, 0, D, P, I. it should work.

a lot of printers are working at 350dpi now!!! such are the advancements in digital especially!

DPI is just metadata anyway.. They could tell you how big an image they really want...

tell the client thats a new project and you need to charge them for that. cause it is a new project.

At the beginning of the summer I was given 3 .eps files (good!) and nine 72 dpi raster images (not so good) to make a 40' banner. It was freelance work, so it wasn't a big deal. Your situation sounds a bit more maddening.
