As a designer you should know. Even if it only refers to types of programming, you will design differently if you anticipate it will include "web 2.0" type of funcitonality (such as AJAX).
I think you can design for web, but you should be knowledgeable of what is possible and current as far as development goes.
I think this is important as the web moves away from static glorified brochure like design and moves more towards applications.
