she's probably just trying to save $$ and time, like you assume.
Suggest how you can make something better for no extra cost (come up with some bs about how you'll have to study the existing site, wasting time, etc.)

Some clients are not worth getting on board with. IMO, this may be one.

Show her the dozen sites out there that specialize in pointing out rip off sites. This is your career you're putting on the line if word spreads that you rip off other people's work — make her understand that she can do whatever she wants to her own reputation, but not yours.

Tell the client that you can use the site as a reference point and will create something unique that carries the same feelings, scale and style of the one they want to rip.
If they are too cheap to pay for design, tell them to download a template from templatemonster and do it without you.

tell her you'll write the designer or owner of the site and ask for their permission and then get back with her on it.

My first design job manager used to do this. We were all about turning around sites in a week or so.... not much fun and I quit after 6 months.

Throw around words like "DMCA" and "intellectual property" and "Gitmo".
