it is sickening that he can actually 'leave' on his terms (barring the pres. accepts the resignation) and there is ZERO procedural recourse (outside of a commitee bringing his case all the way up 3 levels of, then to the Supreme Court as a citizen) for the government or public from having his balls strung up and he go to trial for his crimes.
