would gun control have made a difference considering the two pistols he used had their serial #'s scratched off, meaning he acquired them from somewhat less than legal transactions?

But, I doubt it would be easy for me to get hold of a weapon (and LOTS of amunition) in the UK.
Which makes it harder for me to go on a shooting spree.
