I thought I'd be helpful and provide an english translation (using babelfish):
"Belgium.be cost eight million more than estimated"
The contract with Accenture for the development and management of the portal Belgium.be over the past five years has cost 63.755 million euros, eight millions euros more than estimated initially.
That puts Member of Parliament Roel Deseyn (CD&V) on the basis of figures of minister of informatisering peter Vanvelthoven (sp.a). He fears that the costs for the new four-year contract will end up at 32 millions euros.
At the start of the contract in 2002, the costs were estimated at 55.651 million euro, "then already a phenomenal amount", said Deseyn. He wonders himself if "a recurrence of the same fiasco" is happening already. He makes up figures of Vanvelthoven that for the second contract 19.487 million euro is likely, but that there booked stands still tasks for 13.170 million euro which not in is totally counted in.
The incremental costs of the first contract do not translate themselves according to the opposition member in a real appreciation. The criticism concerning the quality and recentheid of the information on the federal portal was never of air. For the illustration, end 2006 a secret report of the state security was even published on Belgium.be, sounds (belga/dm)

so it is accenture and it looks like an oversea firm. i don't want to sound chauvinistic here but i can name ten belgian firms who could have done the job.
and btw it also was accenture who f*cked up the software for 'copernicus'. a million(s) dollar project for automating our justice department. was in the news recently.
