'a person whose work exhibits exceptional skill.'If the unique, deft ability of an individual moves others to feel something, I think that's deserving of the title 'artist.'

A-Trak isn’t an artist?
There is a big difference between the local imitation celebrity in your shitty city who plays 2-3 bars/clubs every week simply do fades and getting his playlist from the radio, and the actual artist who presents more than music.
I have a lot of personal friends who are DJs, and I would say two of them are in fact artists, maybe three (out of a fairly large grouping).

it all depends. If a DJ like ATrak or Dopey or cut chemist or shadow who are guest DJ's at some clubs do their thing, I.E. DVD Turntables,their own mixes it is somthing they have creatied. If its just your normal bar dj who just blends cds or records then no they arnt artists.

look at it from a different angle: if they're artists, why do people call them dj's?

I spin and don't consider myself an artist. However, there's a certain "art" in djing... your overall track selection, how you mix any number of tracks together, sampling and scratching to add something new, reading the crowd, etc. Simply blending two tracks together is boring and any decent dj wouldn't be happy with just doing that.
