im trying to finish this page here:

and i cant seem to make both columns end at the same point with a dotted line running on the bottom edge, it's appearing at the top of the page behind everything. im using the style "page" to surround everything in a div...
any suggestions?

Not 100% positive what you're trying to do, but I would fake that effect using CSS background images rather than trying to troubleshoot CSS borders cross-browser.
The fact that those dotted borders look different in FF and IE always bugged me.

why not just put the dotted line at the bottom of the containing div then?

make the dotted line an image and place it in the background, then do a repeat-y on it.
you can reuse it in the other parts of the site....does your text mean to wrap round the images? i would do it as a block or give it a width or summit...

Hey man, I think you just need to clear your floats.
After you close your "content" div, throw this in...
this will fix you issue I believe. Clears are the magical too in CSS that most people don't discuss.

I would also format your H3 and H4. I didn't see any formatting for you headings. This is worth a look at to remove the gaps too.
But it sounds like you hopped, skipped, and jumped over the problem.
