Putin is an archetypic Tzar. He isn't in his people's service, like western people like to think of their governments. He owns his people.
Russians chose him for president, because they believe this is the way it has to be - the country needs a strong hand.
Remember when he kissed a little boy in the belly? It was a gesture showing that deep in his heart he was actually a loving father. He may be harsh, but everyone knows the Tzar must be like that.There is a story from Peter The Great's visit to England, I think in the beginning of 18th century. Don't know if it's true. He was a reformer who wanted Russia to be more westernized. He was presented a Royal Navy Fleet Review and at some point asked them to demonstrate keelhauling, which wasn't practised in his part of the world. The army officials declined his request, saying it could only be used as a punishment and they couldn't just pick a sailor and torture him for nothing. His answer was "take one of ours".
