sorry im looking for the tutorial to make the 8bit effect look.

restrict yourself to 16 colors
use a square brush the size you want each of the 'pixels' to be
draw whatever it is one 'pixel' at a time. using a grid with lines set to your 'pixel' width.
8 bit look achieved.

Mosaic would probably look ok if you made the video have a 16 color palette, then applied the Mosaic filter.
Depends on the look you're going for. You're not going to get a Jr. Sr. effect though.

I figured it out. Here's what I did:
Make an image with a gradient from grey to black.
Selected Image>Mode>Indexed Color ...
Set the diffusion method to Pattern and set the number of colors to like 5 or 10 or whatever achieves the exact effect you are looking for.
It helps to desaturate first to get only greys.
