what about treating the photo as if it were a scaled version of something printed in a cheap tabloid newspaper (big dots) but printed in a color, and then using roughly placed black rectangles (as when used to disguise identity) as a graphic elements with type imperfectly placed (bleeding off edge, etc) on them
