I would make the icon next to the "You are not authorized to view this page" a bit bigger and bring the rest of the type down a point size.

Good on you! I'm a firm believer in the use of yellow on webpages.
Um, anyway..
- I'd change your leftNav buttonOn state - that yellow corner thing is kinda 1990s
- I'd tone down and lighten the greys - they're dulling the overall impact, imho.
- I'm 'not too keen' on the footer (the gradient's a bit naff) and I wonder whether you need the blue header strip at all?
- How are your first two body headlines actually going to line up? Like that?
- Have you tried angling your photograph a little?Otherwise - a good, clean & corporate job - Nice one!
