i present the two options and recommend when their brand is better known, to switch to something simpler (the second design).
i'm surprised at how often they take my advice.

and it only really drives me loco when they throw it in at the last minute – like they've chosen their new ID and they love it, but then they insist on adding to an otherwise completed design with super anal typography and detail work applied already

yeah, sometimes it's required for TM reasons, but when it's not a legal issue, it just clutters up the design
clients have the hardest time simplifying

couldn't they come up with an original brand name and design instead?

some companies have a legitimate reason for having their full legal name.
especially if there's a lot of similarly named companies, they can get lost in the shuffle.
branding on the full name reduces that to a degree.

I am so frustrated by clients who insist that the descriptor part of their name has to be included in their logo - like "SHORTNAME" company's logotype has to become "SHORTNAME TECHNOLOGIES", and then a nice simple clean design goes to shit. Or they insist that the "Inc." gets slapped onto the end. Why do they not understand that the legal entity name doesn't need to be fully spelled out in the brand identity? Why won't our account people speak up and tell them it's a terrible and unnecessary idea?
