banruptcy is always the last recourse...it wil haunt you for a long time if you do.
There are questions about how the hell you find yourself out of pocket by 14k though. Surely you should get that figure looked at again and perhaps employ and accountant.
Knowing nothing about the IRS in the states, I am sure they would prefer you to pay it, perhaps over time rather than declaring bankruptcy

Yeah, get it double double checked, could be a simple typo somewhere.
My dad had to pay almost 10k back couple of years ago, but he got an accountant to go over it all and it turned out he had to get almost 3k back instead.

i'm pretty sure you can get on a payment plan. only that they can trace your bank account and if you have cash there, you can consider it gone.
