Yes, there's no doubt that the 100% most important thing is great design, closely followed by great content. However, there's no reason why you can't do that with fully valid CSS and other standards.
It's just that focusing on the standards/technical issues is missing the wood for the trees. Make the CSS word for the design, not the other way around.
