the problem seems to be that warrants are useful in going after the known badhats> you know who they are and all you have to do is nail them. But OBL etal are unknown and finding them by scouring telcom dumps is almost ridiculous unless every communication is scrubbed by NSA- only then might there be a chance an intercept might be useful if recognized. If recognized.
This hubristic reliance of technology... we need humint based on local knowledge which in turn is based on trust. Let's face it OBL uses couriers or pigeons.
