The first part has a "plug in look". Maybe some sort of fancy particle generator.
The last f'd up quasi-Tron cylinder thing looks like a spinning 3D model that's been distorted over a timeline. Then, perhaps an independent timeline with all sorts of animated image mapping to the model.
Maybe? I'm a tard.

As you can see, while the cylinder rotates, different color achieve different heights.
This effect is [most likely] made using a very cool MAX texture feature[s]: Displace Approx Modifier and Displacement mapping.
This allows using a map to change surface geometry.
And since MAX let's this modifier to change through time [including the map used] you can easily achieve this cool effect.
