I say simplify, the pinched rectangle shape is repeated too much, maybe just use it on the hero.

i dont want to sound rude but i dont really like it. I not a fan of the header image, i dont like the shape of the buttons and it looks kinda busy. may alittle to graphical...im not really sure i wish i could be more constructive. Your bg image doesnt line up with the page you can see a shift in the pattern around the whole white content box. The content text and header seems ok. but my eye is pulled the side bar you have its very busy distracts me from reading the content section... please dont get mad im just tyring to help.

i also find the footers justification strange its to the right but most of the site is centered in the white content box maybe it you should center the text in the footer

what is the turquoise goop surrounding the island? are you trying to hide something? it doesn't look like anything I've ever seen (then again I am a northlander here in minnesota).

the turquise goop is a channel that's been dug out of the reef to create the peninsula of land that we live on! it's also a passageway for boats.

Actually I think the site looks very nice. Your client will probably love it. My main critique is that the primary navigation feels a little cramped stuck directly below the huge header image. The nav buttons and the ginormous street signs are competing for attention IMHO. But having said that, that is something a web designer would probably notice rather than the client.

this isnt a bad criticism but it looks like a blog or some other kind of thing like that - thats not a bad thing cos they are userfriendly and easy to navigate. as yours looks/is.i agree with the people that said the image at the top is maybe a little big. (heightwise)
people might be on 800x600's and this'll take up most of their screen. - half the height.footer is a little light in colour. i'm on a laptop and its barely visible.
the background is maybe a little busy and too 'surfstation' and designed. people in your neighbourhood may not get it.
i think your peops will like it though. its nice enough.

I'm not too fond of the colours - but it's a good structure and layout. The tabs too...seem a bit weak. The image is a bit dull and the signposts that you have superimposed over it look bad.
But like I said - the structure and layout is a good point to start from.
I don't want to sound condescending because you often do solid work - but:
- I would revisit the colour palette and look at some new imagery.
- Have another go at the main nav (it's sort of...floating)
- Bring in some personality typefaces
The current palette leaves me feeling a bit cold.

I can see the channel infront of the land but it sure comes across as photoshopped. And I agreed the street signs are looking a little hastily put in there.

Yeah, I think it's generally pretty nice. For what it is.... it's great, I bet most sites in the genre look like ass.
One thing that niggles me, on the new mockup, the title and the title again in the "hero" are visually competeing for precience.
